The tool only works on the list you give it, in your browser. It does not guess how often a question is asked.

Because we have no licensed search-volume data. Your Search Console impressions for a query are the honest measure: connect it in your dashboard.
What makes a good answer?
Answer the question in the first sentence or two under a heading that repeats it, then add detail, a list or a table. The Answer Structure Optimizer checks a page for this.
